"Institutional strengthening of the State Education Commission of China". Commissioned by the Asian Development Bank (TA-2099). As Team Leader of four international consultants, to study the organisational functioning of the Planning and Finance Departments of the State Education Commission, to design a reform package with training programmes, and to conduct evaluation after an initial period of implementation. In co-operation with local teams from the Institute of Higher Education, Peking University, the Shanghai Institute for Human Resources Development and the Wuhan University of Technology. "Review of educational research in developing countries". Hosted by the Southern Educational Research Initiative (SERI). Three regional surveys of educational research in Asia, Africa and Latin America, with special attention to (a) research capacity and (b) research utilization.
